"Neighborhood Association Halloween" (Japanese: 烏野町内会ハロウィン Karasuno Chōnaikai Harowin) is the twenty-third chapter of the Haikyū-bu!! series, written and illustrated by Kyōhei Miyajima.
Overview[]
Noticing how his business is the most lacking in customers and the theory being that his stores mascot unsettles people, Shimada attempts to come up with a new mascot and tests his latest design during Halloween.
Plot[]
An excited and determined Shimada gathers the members of the neighborhood association. Keeping the other members off of simple chitchat, Shimada brings up how online shopping is causing local shops to lose business and the shop owners must come up with something to boost sales.
However, the other shop owners are not as concerned since they mostly do not have competition or have been doing fairly well with business without any concerns. Shimada eventually turns to Saeko to ask how the Karasuno Café is doing. Saeko answers that business has seemed steady as ever and have even added bonus specials to their menu. The men start to think that perhaps the café is doing well because they have an attractive young lady on their staff. When Shimada asks what other things the café is doing, Saeko answers that they've had Tanaka present to shake hands with several volleyball fans and will even hand out bromides of her younger brother.
Realizing that his shop is the only one in need of a boost, Shimada begins to think that he should use these methods. However, the others think that it's actually Shimada's store mascot that is causing some decline in business since it may cause people some discomfort. Even though Shimada likes the mascot, he admits that several people have pointed out the same thing the shop owners have and had even thought about asking Yachi to help him come up with a new one but got a skeletal figure of the current mascot in the end. Hearing that the new mascot might not do as well as the current one, Shimada is disheartened since he already ordered a full-size costume of both mascots. Ukai promptly points out how these costumes would only be accepted when it's Halloween. Hearing this, Saeko decides that they should organize something for the upcoming holiday.
When Halloween arrives, Ukai is amazed at how many people have turned out for the event. Shimada points out that Karasuno Café has had an increase in male costumers that have come for the rumored handshake but believes that it's due to Saeko dressed as an appealing vampire, even catching the attention of Oikawa. Even with Saeko's attractive appearance, Ukai notices how Shimada's store is actually receiving the most attention.
Shimada credits this to having come up with the idea of dressing up his stores mascot with a costume to look like a Jack-O-Lantern. Natsu and Takeru Oikawa walk up to the mascot but are not frightened since they don't like pumpkins. When the costumed mascot tries to scare them by revealing his identity, Shimada scolds him and reveals the person underneath to be their fellow teammate Yukinari Mori. Seeing Mori is starting to overheat from wearing so many layers, Shimada and Ukai decide to help him get to a spot to rest for a while. Because of the sweat, Mori slips from their grasp and falls, sending his costume into pieces. Several of the scattered pieces land in front of Natsu, Takeru, and other children and people who immediately become frightened at the sight of a disfigured pig running among them.
At Karasuno Café, Saeko happily brags about how successful Halloween was as Tanaka and Oikawa shake hands. Tanaka is annoyed at having to shake hands with Oikawa while the setter believes he was tricked into the handshake since he had been under the impression that Saeko would be the one offering the handshake.
